Starlink via Prozorro: state institutions and communities will have the opportunity to officially purchase terminals

Ukrainian government agencies and communities can now procure Starlink through Prozorro

The Ministry of Digital Transformation of Ukraine announced that government agencies and territorial communities have the opportunity to purchase Starlink kits using budget funds through the Prozorro system. This has become possible because the operator “Kyivstar” obtained the right to officially sell Starlink terminals and services in Ukraine.

Previously, government institutions faced difficulties in acquiring Starlink equipment due to the lack of an official seller, complicating the purchase procedures. Now, with “Kyivstar” obtaining sales rights, the procurement process has become much simpler for communities and government agencies, allowing them to announce tenders without legal restrictions.

This innovation opens up additional opportunities for ensuring stable internet access during crisis situations, particularly during blackouts or issues with land-based infrastructure. Such a step will contribute to increasing the level of digital security and communication reliability in Ukraine.

It is important to note that in April 2026, the operator “Kyivstar” already began testing satellite data transmission technology in Light Data mode, which allows the use of messengers in areas without mobile coverage. This complements Starlink’s capabilities, providing the country with innovative communication solutions.
