Oksana Ferchuk became the new Minister of Digital Transformation, replacing Oleksandr Bornyakov. Previously, she worked in telecom and logistics sectors, as well as in the Ministry of Defense of Ukraine, where she was responsible for digital projects. Her appointment received mixed reactions in the expert community.
Oksana Ferchuk, born in Simferopol, was educated in biology at the Kyiv-Mohyla Academy. She began her career in the telecom sector, holding management positions at “Ukrainian Mobile Communications” and “TeleSystems of Ukraine”. Ferchuk later worked at “Vision TV”, where she launched Viasat satellite television in Ukraine, and also in the logistics and e-commerce sector with “Nova Poshta”. In 2022, she joined the Ministry of Defense, implementing logistics and medical support systems, and later became Deputy Minister for Digital Transformation.
Ferchuk’s appointment to the new position was supported by the new Cabinet of Ministers. She was described as “independent of any groups” and a “technocrat”, aligning with the overall concept of the modern government. Her positive qualities include integrity, understanding of reputational risks, attention to detail, and willingness to work according to principles.
However, some experts express concerns about her reluctance to promote her own ideas and lack of public presence. Nevertheless, Ferchuk may strengthen the position of the Ministry of Digital Transformation in the development of military technologies and satellite communications, given her experience and priority on war and defense issues.
