Artificial Intelligence in “Diia” and a New Digital Era for Ukrainians: Key Announcements from IT Arena 2025 in Lviv

From September 26 to 28, IT Arena 2025 — one of Eastern Europe’s largest technology events — took place at Arena Lviv. This year, the conference brought together over 6,000 participants from nearly 40 countries, including developers, entrepreneurs, investors, scientists, and government representatives. As usual, the event served as a platform for presenting new products, discussing technology trends, and fostering partnerships between business and the public sector.

Artificial Intelligence in “Diia” — a New Stage of Digital Transformation

One of the conference’s highlights was the presentation by Mykhailo Fedorov, First Vice Prime Minister and Minister of Digital Transformation of Ukraine. The minister introduced two initiatives — Diia.AI and the digital twin of Mykhailo Fedorov.

Diia.AI is the world’s first state AI agent capable not only of advising users but also providing government services directly within a chat interface. During the open beta testing phase, citizens can already obtain income certificates, and the list of available services will gradually expand.

According to the Ministry of Digital Transformation, over 35,000 Ukrainians have already tried Diia.AI, generating more than 1,000 official documents. The ministry’s strategic goal is to position Ukraine among the top three countries globally in terms of AI integration in public services by 2030.

Additionally, the AI-powered digital twin of Mykhailo Fedorov was presented — a Telegram chatbot that collects ideas for digitalization, accepts candidate resumes, and helps citizens navigate public services. The model was trained on over 10,000 materials from the minister’s public speeches and social media. The technological foundation of the solution was built on the n8n platform, which specializes in process automation using AI.

IT Arena 2025: Focus on Defense Technologies and Made in Ukraine Showcase

This year, the conference featured five thematic stages: Business, Technology, Product, Startup, and a new Defense stage dedicated to military technologies. The event included a startup competition with a prize fund of $60,000 and the Made in Ukraine Showcase exhibition, which highlighted innovative solutions from Ukrainian developers — from drone systems to cybersecurity technologies.

One of the key partners of IT Arena 2025 was FAVBET Tech. At interactive booths, participants could speak with developers, learn about open positions, and see which AI projects the team is working on.

The company presented its own AI developments and shared its experience in hiring AI specialists, which remains one of the most challenging areas in the IT market.

According to FAVBET Tech CEO Artem Skrypnyk, participating in events like IT Arena is a “strategic investment in the Ukrainian technology community”:
“Conferences like these create a platform for innovation, forming partnerships, and shaping the direction of future technological progress. Our AI solutions are not just technologies — they are tools that help people save time and improve quality of life,” he said.

FAVBET Tech and the Development of the Ukrainian IT Ecosystem

The company’s participation in IT Arena continues its active role in shaping Ukraine’s modern tech environment. FAVBET Tech is a regular participant in industry events and a co-initiator of the AI Committee of the IT Ukraine Association.

In 2024, the company was among the top five taxpayers among Diia.City residents, and in 2025, it was included in the “Top 50 IT Companies in Ukraine” ranking by DOU.

How AI is Transforming the Ukrainian Digital State

IT Arena 2025 demonstrated that Ukraine is confidently moving toward building a next-generation digital state, where artificial intelligence becomes a key tool for optimizing public services and administrative processes.

Experts estimate that initiatives like Diia.AI could reduce bureaucratic burden on the public sector by up to 40%, shorten request processing times by three to four times, and improve the efficiency of citizen-government interactions in the coming years.

Ukraine is increasingly becoming an example for other countries, showing how digital technologies can become an integral part of public administration and artificial intelligence a tool for social change.
