The President signed the law on Ukraine’s budget for 2026
President Volodymyr Zelensky approved Ukraine’s new state budget for 2026, anticipating significant expenditures on the country’s defense and social support.
According to the released information, the budget revenues for 2026 will amount to 2 trillion 918 billion hryvnias, while expenditures will reach 4 trillion 781 billion hryvnias. The main part of the expenditure budget is allocated to the defense sector. 2.8 trillion hryvnias are allocated for the needs of the Armed Forces of Ukraine, which accounts for almost 60% of all state expenditures. In particular, 1.3 trillion hryvnias will be directed to the salaries of military personnel, and 709 billion hryvnias to armament and military equipment.
Social programs have also received significant attention. Expenditures for social support of the population amount to 468.5 billion hryvnias. These funds will be directed to pensions, social benefits for vulnerable categories, as well as a support program for newborns and young families.
273.9 billion hryvnias are planned for education with a phased increase in salaries for teaching staff. Healthcare has received a budget of 258.6 billion hryvnias, with a focus on increasing salaries for medical workers and providing citizens with free medication.
The government also focuses on supporting internally displaced persons and veterans. 72.6 billion hryvnias and 18.9 billion hryvnias are allocated for these purposes, respectively. Business support and economic development include programs for partial compensation, grants, and other initiatives to develop Ukrainian manufacturers.
The average exchange rate of the dollar for 2026 is set at 45.7 hryvnia/dollar, and the euro at 49.4 hryvnia/euro. The government forecasts a slowdown in wage growth to 16% and inflation at 9.9% in 2026.
The need to attract international assistance to the budget is about 45 billion dollars, which is intended to help finance the budget deficit. According to Zelensky, the budget is a clear signal to Ukraine and its partners about stability and the continuation of reforms.
