The growth of electricity import to Ukraine exceeded 17% after Russian attacks
In November 2025, electricity import to Ukraine increased by 17.2% compared to the previous month, reaching 414.7 thousand MWh, which became a record indicator since the beginning of the year. This growth was accompanied by a 94.2% decrease in export.
Analysts from DIXI Group found that import volumes are closely related to Russian attacks on the energy infrastructure. After attacks, electricity import sharply increased due to a decrease in internal generation. For instance, on November 1, after the attack on October 30, Ukraine imported 23.6 thousand MWh, which was 86.3% more than the previous day. Similar dynamics were observed after the attacks on November 8, 19, 25, and 29.
The main part of the import growth was provided by Slovakia, with the supply volumes increasing by 10.3 times. Import from Moldova and Hungary also significantly increased, while the supply from Romania and Poland decreased.
Electricity export from Ukraine significantly decreased since November, reaching the lowest indicator since September 2024. If in October 2025 this indicator was 90.8 thousand MWh, then in November the export decreased to only 5.3 thousand MWh.
These data indicate the importance of stable electricity import for ensuring Ukraine’s energy security amid constant threats. According to Deputy Minister of Energy Mykola Kolisnyk, the country imports electricity from Europe around the clock, and the government plans to take measures to improve the energy supply to the population.
