Company “Ukrainian Armored Vehicles” accused AOZ of delaying the contracting of shells, to which the Agency responded with an internal investigation.

The company “Ukrainian Armor” addressed the Ministry of Defense of Ukraine with a demand to resolve the issue of signing contracts for the supply of 155mm artillery shells. The firm accuses the Defense Procurement Agency (DPA) of delaying the process and choosing unreliable suppliers.

According to “Ukrainian Armor,” to date, the DPA has not signed any agreements for the supply of these munitions for 2026, despite the priorities set by the General Staff. The company claims that other suppliers, including foreign ones, are delaying delivery, with the actual fulfillment of contracts being only 30-50%. In 2025, it was recorded that over 50% of orders were not delivered on time.

In response to these accusations, DPA representatives stated that the procurement procedure is still ongoing, and no final decision on the contractor has been made. The agency also noted that an internal investigation has been initiated due to possible undue influence on the procurement process.

As a reminder, “Ukrainian Armor” claims that DPA consistently repeats mistakes, contracting the cheapest offers that are not backed by the actual capabilities of manufacturers. This leads to the army lacking crucial resources. The company urged the urgent resolution of this issue and the signing of contracts with verified suppliers.

The incident has additional context: in January 2025, the DPA underwent a leadership change following the dismissal of Maryna Bezrukova due to ineffective fulfillment of planned deliveries. Her position was temporarily taken by Arsen Zhumadilov. Following this, several legal collisions regarding the agency’s leadership arose, marked by inconsistency in personnel decisions.
