BEA Head Oleksandr Tsyvinsky: Results of Activities for 100 Days in Office

Oleksandr Tsyvinsky, director of the Bureau of Economic Security of Ukraine, in the first 100 days in office ensured a reimbursement to the budget of 700 million UAH, and also held a number of meetings with business representatives and foreign partners.

According to data provided by the “Ukrainian News” agency, during this time the Bureau of Economic Security (BEA) ensured the reimbursement of about 700 million UAH as a result of pre-trial investigations. Oleksandr Tsyvinsky, appointed director on August 6, has already attended 30 meetings with the business community, public activists, and international partners. Despite active activities, 85 employees left the BEA, while 39 new ones were appointed to positions.

As of the end of October, the total amount of damages reimbursed in criminal proceedings sent to court from the beginning of the year amounts to 3.7 billion UAH. On average, in the first half of the year, BEA detectives reimbursed over 3 billion UAH, but in the last three months, this figure has halved. In 2025, the BEA initiated 2869 new investigations, of which 833 criminal proceedings were submitted to court. The largest number is in cases related to tax evasion.

Despite the previously announced openness of the BEA, the bureau refused to provide data on the number of announced suspicions, as well as information about seized goods and equipment in the excise industry, although these data were previously published monthly.

Financial indicators of the BEA also attracted attention. The budget request for 2026 includes 2000 employees, while currently, there are 1211. The average salary of a detective is 40-60 thousand UAH, which, according to Tsyvinsky, is discriminatory compared to other law enforcement agencies.

The appointment of Oleksandr Tsyvinsky caused optimism in the government, which expected strengthening the institution and increasing trust in the BEA among Ukrainian entrepreneurs. However, to achieve these goals, the bureau still has a lot of work ahead.
