Ukraine received a record $45 billion in international aid in 2025
Ukraine received over $45 billion in security assistance in 2025, which is almost 30% higher than the previous year’s figures. This became the largest amount of international support for the country in history.
This was announced by the Minister of Defense of Ukraine, Denys Shmyhal. The main areas of military assistance included armaments, development of air and missile defense systems, investments in the defense-industrial complex (DIC), and military training. In particular, over $6 billion was allocated for the development of the defense-industrial complex under the ‘Danish model’. Another $3 billion came from income from frozen Russian assets in the European Union and the United Kingdom.
Looking ahead, Ukraine plans to allocate about $120 billion for defense needs in 2026. Half of this amount will be covered by its own budget funds, and the other half through international support, including $60 billion planned under the NATO PURL initiative.
Among the announced measures for 2026, the United Kingdom plans to send 100,000 drones, and Latvia will allocate 15 million euros for this purpose. Germany will provide military assistance worth 11.5 billion euros, also investing large sums in energy infrastructure. Denmark will reduce the amount of aid but will still provide 1.2 billion euros, while the US will provide $400 million in 2026 and an equal amount in 2027. The Netherlands plans to additionally support Ukraine with 700 million euros.
