Digital Services for Ukrainian Unemployed: Government Launches Pilot Project

The Government of Ukraine has announced the launch of a pilot project that will allow receiving employment center services through the “Obriy” system in the “Diia” app and in CNAPs. The project will be implemented in three stages over the next two years.

The Ministry of Digital Transformation of Ukraine reported that employers will be able to select personnel, invite candidates for interviews, and hire employees online. Meanwhile, job seekers will have the opportunity to view current vacancies, including search results using artificial intelligence, and be employed without visiting state institutions.

The project envisions the integration of the “Obriy” system with the “Diia” application, ensuring uninterrupted data exchange between databases and the correct display of documents, vacancies, and applications. Services will be available to Ukrainians, foreigners, and businesses on the portal and in the “Diia” application, and later, services will appear in the Centers for Administrative Services (CNAP).

Changes implemented in cooperation with the Ministry of Economy also include providing mandatory services in CNAPs: registration and deregistration of the unemployed, submission of applications for unemployment benefits, obtaining certificates of registration, payments, and income, processing business documents, and submitting applications for other types of assistance.

According to experts, the digitization of employment procedures can significantly ease access to government services and increase the efficiency of job searches. The project also has the potential to reduce the administrative burden on state institutions and optimize employment processes.
