Digital Path for the Military, Sovereign AI, and Development of Dual-Use Products: Priorities of the New Head of the Ministry of Digital Transformation Oksana Ferchuk — Interview

Oksana Ferchuk headed the Ministry of Digital Transformation from July 2026, defining new priorities for the Ministry of Digital Transformation, including support for telecom during blackouts and strengthening the digital technology sector for the Defense Forces.

Expectations with Ferchuk’s appointment are high, as she has significant experience in telecommunications, logistics, and IT products. She noted that strengthening digital infrastructure and implementing anti-corruption practices are key areas. Under her leadership, the Ministry will continue the digitization of services for citizens through “Diia”, develop 5G infrastructure, and implement artificial intelligence to improve service delivery efficiency. One of the priorities is the resilience of mobile communications in conditions of possible blackouts, particularly by expanding xPON technology.

In the context of anti-corruption efforts, Ferchuk emphasizes process automation. She plans, in particular, to expand the use of digital deferrals for conscripts and develop electronic services for military personnel using the “Army+” application. Financial processes and the management of the Brave1 project will remain under the control of the Ministry of Digital Transformation, allowing for the stability and further development of the startup sector.

Under Ferchuk’s leadership, the completion of the “eAkcyz” project is also planned, which will transform the tobacco and alcohol industries by implementing a digital excise system, with the deadlines postponed to July 2027 to prepare the market segment.

Particular attention in the new program is given to improving the quality of communication in cities affected by military actions and developing “Diia.City”, platforms for business and new technological opportunities. Changes in the Ministry’s team are not planned, and collaboration with Oleksandr Bornyakov, who continues to work as an advisor, helps ensure the continuity of projects.
