Ukraine has approved a mechanism for exporting weapons to international partners.
The Ukrainian government has approved the first mechanism for exporting domestic weapons aimed at ensuring support from international partners. Ukrainian manufacturers will operate under transparent conditions, which became part of the task set by the President of Ukraine.
Defense Minister Mykhailo Fedorov noted that the introduction of the new mechanism would allow Ukrainian manufacturers to scale up production and attract investments while maintaining the priority of meeting the needs of the Ukrainian Defense Forces. Under the Drone Deal agreement, partner countries will be able to purchase Ukrainian weapons and technologies, with the ability to work directly with the manufacturers.
The main provisions of the new mechanism include the determination of a 30-day period for reviewing export applications. The mechanism covers the transfer of weapons and defense technologies valued at over 15 million UAH. The Ministry of Foreign Affairs will compile a list of partner states, while the Ministry of Defense will determine the list of critical items that cannot be transferred. Technologies will be transferred without alienating intellectual property rights, and re-export or transfer to third parties will require Ukraine’s written consent.
In the case of exporting products manufactured using Ukrainian technologies to third countries, 20% of their value will be directed to the state budget. This could stimulate economic growth and attract additional funds for defense needs. According to a survey by the Ukrainian Chamber of Commerce and Industry, 90% of Ukrainian defense enterprises have already received requests for cooperation with foreign states in 2026, indicating growing interest in Ukrainian defense products.
