It was also stressed the resilience of Ukraine in the face of Russian aggression and the determination to continue defending its territory by any means possible.
After receiving permission from the USA to use ATACMS in November 2024, Ukraine actively incorporated these missiles into its defense strategy. In response, Russia updated its nuclear doctrine, allowing for the deployment of nuclear weapons in the event of a threat from ballistic missiles. In April 2025, the USA acknowledged that limited stockpiles caused the delay in transferring ATACMS missiles to Ukraine. In the summer of that year, Ukraine received 18 ATACMS missiles as part of assistance. Although initially, Trump considered the supply of Tomahawk missiles, it was finally decided to focus on ATACMS.
