Instructions for Verifying Starlink Terminal for Civilian, Military, and Business Users

The Ministry of Defense of Ukraine starts verifying Starlink users

The Ministry of Defense of Ukraine has initiated a large-scale verification of Starlink terminals as part of a new authentication campaign. The introduced authorization procedure is mandatory and organized in several directions.

The verification process requires users to collect unique identifiers of their equipment. The main data includes the KIT number for the package and the UTID (Unique Terminal ID), which can be found in the settings or on the device itself. Subsequently, these details, along with the account number, are submitted through the “Diia” portal for authorization. It is important to note that for legal entities and state bodies, the maximum number of terminals is not limited if it concerns critically important enterprises.

For individuals and private entrepreneurs, registration takes place through Administrative Services Centers, where it is necessary to have a passport and a taxpayer card. If multiple terminals are registered to a person, the Ministry of Defense recommends bringing them along for number verification. The service is provided free of charge, which will allow users to seamlessly use the connection after the procedure is completed.

Special attention is given to military personnel on the front line, with verification integrated into their military-technical solutions. The registration functionality will be available in the “Army+” mobile application, and the system record of terminals is carried out through the DELTA system.

The initiative of the Ministry of Defense is part of broader efforts to limit the operation of unauthorized terminals in Ukraine, aimed at protecting communication channels and enhancing security levels.
