Significant increase in tourist tax in Ukraine: Kyiv remains the leader
The payment of tourist tax in Ukraine for the first nine months of 2025 increased by 35.7% compared to the same period in 2024, reaching a total of 234.4 million UAH. About a quarter of this amount accounts for the country’s capital, as reported by the State Tax Service.
This significant growth indicates the recovery and stabilization of the tourist flow in the country. Compared to 2024, when 172.8 million UAH was collected, the substantial increase in revenue became possible due to the activation of travel by both Ukrainian citizens and foreigners. Kyiv, Lviv, Ivano-Frankivsk, and Zakarpattia regions are leaders in terms of collected funds. In particular, Kyiv provided 52.8 million UAH, and the Lviv region — 42.5 million UAH.
The tourist tax is paid by individuals temporarily staying in hotels, hostels, and other accommodations, and the collected funds are transferred by tax agents to local budgets. The rate is set by local councils, ranging from 0.5% of the minimum wage for Ukrainian citizens to 5% for foreigners per day of stay.
Experts believe that the increase in tourist tax indicates a certain stabilization of the economic situation in Ukraine and an improvement in its image on the world tourism stage. Zakarpattia villages such as Kolochava and Synevyrska Polyana are included in the rankings of top tourist locations, which also contributes to the overall growth of the region’s tourist attractiveness.
