Russia considers subsidies on imported fuel to stabilize prices
Russia is experiencing a significant decrease in gasoline production and a reduction in oil product exports. Authorities are discussing subsidies on imported fuel to prevent price hikes.
According to Reuters, in June 2025, gasoline production in Russia decreased by 25% compared to the average daily rate. This has forced authorities to consider various options to support the fuel market, including import subsidies. The main reason for the issues is unplanned maintenance at refineries, which were damaged due to drone attacks.
Exports of oil products from Russia decreased by 15% in the first half of June compared to May. Amid a shortage of fuel and rising prices, such measures could help stabilize the situation. Meanwhile, the export of diesel fuel and gasoil remains relatively stable: in April, shipments increased by 8% to 3.25 million tons, while there were no significant changes observed in May.
Among the main buyers of Russian diesel are Brazil and Turkey. Previously, in the Khanty-Mansiysk Autonomous Okrug, the country’s main oil-producing region, restrictions on gasoline sales were already introduced, leading to a record increase in wholesale prices.
