Fuel Import in Ukraine Reaches Record Levels
Ukraine restored record volumes of imports of diesel fuel, gasoline, and liquefied petroleum gas (LPG) in November, reaching 946 thousand tons. This is the highest figure in the last 16 months.
According to the “NaftoRynok” publication, November’s import volumes nearly equaled the figures of August 2024, when there was an increase in purchases before the excise tax increase on fuel, as well as December 2022, when residents were hurrying to purchase fuel ahead of the introduction of European sanctions on Russian energy resources.
Particularly significant was the import of diesel fuel, reaching 700 thousand tons, which is a record since the beginning of the war. The increase in diesel fuel imports is explained by the growing demand due to the need to supply electricity generators used to cover the shortage caused by attacks on Ukraine’s energy infrastructure.
Events in the energy sector were intensified by the resumption of fuel supplies from Romanian ports, which were under restrictions in October. Against this backdrop, since September 1, 2024, Ukraine has increased fuel excise rates as part of a plan to raise them to the European level by 2028.
