How AI is Transforming Ukrainian Universities: Five Key Insights from the Research – Column

Ukraine is actively implementing artificial intelligence in higher education despite the challenges of war

Ukrainian universities have shown high results in the implementation of artificial intelligence (AI), demonstrating leadership in this area amid prolonged conflict. A study conducted by the Digital Education Council in partnership with the Ministry of Education of Ukraine highlighted the significance of AI in the learning process.

According to the AI in Higher Education Global Survey 2026, which included over 45,000 participants from 35 countries, Ukrainian students and educators have emerged as among the most active users of AI. 88% of students in Ukraine use AI in their studies, surpassing figures from other regions, including the USA and Canada. The high level of AI implementation is not only an indicator of adaptation to technological changes but also evidence of readiness to integrate new solutions in a time of crisis.

Ukrainian students see more opportunities than threats in AI, although they admit to experiencing some degree of dependency. Only a small percentage of respondents consider AI a threat to intellectual development. At the same time, there is concern about the level of university preparation: 35% of students feel they are not sufficiently prepared to apply AI in their professional activities, and 68% believe that the evaluation system does not meet the current labor market demands.

However, Ukrainian educators and students remain among the most optimistic users of AI compared to other countries participating in the study. An important factor in this attitude may lie in the context of war, where the culture of technological adaptation gains particular importance. Ukrainian universities have the opportunity to develop this potential by focusing on reforming educational programs and evaluation systems for further AI integration into the educational process.

Country/Region Students Using AI (%) Educators Using AI (%)

USA and Canada 65 54
