Corruption in Ukrainian Medicine: Diagnosis and Possibility of Recovery

Ukrainian hospitals: from centers of corruption to centers of quality medical services provision

Corruption in Ukraine’s medical sector remains a significant issue, but positive changes are possible. The experience of other countries shows the necessity of comprehensive reforms.

Corrupt practices in Ukraine’s healthcare system have their roots in Soviet times when resource shortages forced people to “support” doctors through unofficial means. Despite the official free healthcare, the mechanism of “greasing” became a mandatory condition for receiving quality treatment. These practices persist, complicating Ukrainians’ access to necessary services.

Experts note that overcoming this issue is possible by implementing a series of reforms. First and foremost, there is a need to reform healthcare financing, introduce insurance mechanisms, ensure transparency in hospital operations, and implement effective cost controls. Introducing digital technologies and automation can also significantly reduce corruption risks.

The new insurance practice in European countries demonstrates effectiveness in reducing corruption risks. This has helped countries like Poland and the Czech Republic to ensure transparent financing and provide patients with the right to fair treatment.

Country Level of corruption in healthcare Main reforms
Ukraine High Planned
Poland Low Insurance, digitalization
Czech Republic Low Insurance, audit

Thus, systemic changes can reduce the level of corruption in Ukraine’s medical institutions and make them places for receiving quality medical services. Effective management and the implementation of proven models can significantly improve the situation in domestic healthcare.
