Baltic countries turn to Ukraine for experience in building shelters due to the threat of drone attacks

The Baltic countries have approached Ukraine to purchase bomb shelters in response to the growing drone threats.

Due to frequent incursions of Russian drones into NATO countries’ airspace, Lithuania, Latvia, and Estonia have sought expertise from Ukrainian specialists. The increase in such incidents is concerning not only the Baltic countries but also the European Union as a whole.

As reported by Politico, the decision of these countries to turn to Ukrainian partners was hastened by an incident in Lithuania on May 25. An unidentified drone from Belarus crossed the border, prompting the evacuation of officials to underground bunkers and calls for Vilnius residents to seek shelter. Similar airspace violations were recorded in Latvia and Estonia.

The CEO of the “Metinvest” group, Yuri Ryzhenkov, confirmed that negotiations are underway for the construction of shelters in these countries. Although Lithuania’s Ministry of Foreign Affairs does not have detailed information on commercial agreements, they noted the value of Ukrainian experience in strengthening civil protection.

Earlier in September 2025, Russian drones had already violated Polish airspace. This led to the creation of the “Drone Alliance,” initiated by the European Commission and Ukraine, with 6 billion euros allocated for drone production. Lithuania’s President Gitanas Nauseda stated then that this was part of testing NATO’s readiness to respond to such threats.
