Russia’s Shadow Fleet: A Threat to Europe’s Maritime Security
Russia’s shadow fleet poses potential threats to Europe’s security, including the possibility of launching drones from the decks of tankers. Meanwhile, using this fleet may involve other activities that jeopardize the EU’s maritime space.
According to LIGA.net, Russia’s shadow fleet presents a pool of threats for all European countries. The EU Commissioner for Defense and Space, Andrius Kubilius, warned that these fleet’s tankers might be used as floating platforms for launching unmanned aerial vehicles (UAVs). At the same time, such a fleet may carry weapons, provide logistical support, or collect intelligence.
Marek Koch, head of the Crisis Security and Resilience Program at the International Centre for Defence Studies, emphasized that Russia’s shadow fleet uses various methods to circumvent sanctions. Positioned as commercial vessels, they may recruit or pressure criminal groups in the EU to organize provocations or damage critical maritime infrastructure.
These concerns were echoed by Belgian MP Wouter Beke, noting that such provocations aim to destabilize the political, military, and economic climate of European countries, including Belgium. He stated that evidence of tankers’ involvement in UAV launches is currently lacking. However, it is essential to carefully analyze Russia’s behavioral patterns.
In October, Finnish authorities warned of potential threats from this fleet to the Baltic countries, while Ukraine’s President Volodymyr Zelensky noted that such attacks serve as a test of the EU and US response.
