The Government of Ukraine plans to reform the mobilization process – Minister of Defense

In Ukraine, 90% of deferments from mobilization have been automatically extended thanks to the Reserve+ program, without the need for personal presence at territorial recruitment centers. Defense Minister Mykhailo Fedorov promised to systematically solve accumulated problems in the mobilization sphere while maintaining the country’s defense capability.

Currently, work on the mobilization reform is ongoing in Ukraine. Defense Minister Mykhailo Fedorov noted that the automation of the deferment extension process significantly reduced the system’s burden. Previously, this process took several weeks, required significant bureaucratic resources, and the processing of hundreds of thousands of applications. Now, thanks to integration with state registers, deferments are extended without visiting recruitment centers and submitting applications.

These changes are part of a broader reform planned to be implemented in Ukraine. Fedorov emphasized shifting the focus from document management to key defense tasks. Earlier, the Commander of the Armed Forces Oleksandr Syrskyi pointed out that 90% of new recruits are provided through mobilization, while recruitment accounts for only 10% of the army’s replenishment.

Ukrainian President Volodymyr Zelensky signed a decree allowing individuals above the mobilization age to sign one-year contracts during martial law. Zelensky also expressed a desire to transition the army to a contract-based framework, emphasizing financial challenges and the importance of European assistance.
