The United States has presented a plan for a peaceful resolution of the conflict in Ukraine, which involves significant concessions from Kyiv, including the withdrawal of Ukrainian troops from Donbas and the freezing of the front line in the Kherson and Zaporizhzhia regions. The full text of the plan, consisting of 28 points, was published simultaneously by Axios and The Telegraph.
According to the draft developed with the participation of the Russian side, a reduction of the Ukrainian Armed Forces to 600,000 personnel is envisaged, along with the return of Russia to the G8 format and security guarantees for Ukraine. Ukraine is also to agree to enshrine its neutral status in the Constitution and to forgo joining NATO, while the Alliance will not station troops on Ukrainian territory.
A White House representative noted that the plan is “not easy” for Ukraine, but the United States believes the war needs to end to prevent further territorial losses. Volodymyr Zelensky confirmed receipt of the document and stated that Kyiv and Washington will work on its points to achieve a “dignified conclusion” to the war.
The proposal has sparked resonance due to discussions on relations between Russia, NATO, and Ukraine. A key element is dialogue between Russia and NATO, with the participation of the US, to resolve security issues that may impact global stability. The plan also envisages economic assistance to Ukraine for recovery, particularly through the creation of a special development fund.
