40% of citizens consider Ukraine to be “hopelessly corrupt” – KIIS survey

The Number of Ukrainians Optimistic About Anti-Corruption Efforts Increased in 2025

A survey conducted by the Kyiv International Institute of Sociology (KIIS) revealed that in 2025, the number of Ukrainians who see positive developments in the fight against corruption grew. Although 40% still consider Ukraine hopelessly corrupt, 56% of respondents acknowledge that there are genuine attempts to combat this issue.

KIIS data indicate that in October 2025, the number of optimistic Ukrainians increased to 56%, which is an improvement compared to 48% in 2024. However, these figures remain lower than in 2023, when 59% of respondents felt the same. At the same time, 40% of citizens continue to perceive Ukraine as hopelessly corrupt, which aligns with figures from previous years, ranging from 36% to 47%.

It is important to note that 71% of Ukrainians reported a rise in corruption since the start of the full-scale war. The KIIS telephone survey was conducted between September 19 and October 5, among 1,008 respondents aged 18 and older, residing in Ukrainian-controlled territories. The statistical margin of error typically did not exceed 4.1%, but may be more significant during wartime.

These data indicate some improvement in citizens’ perception of the government’s efforts to fight corruption, which could positively impact the stability of state institutions and trust towards them. Experts note that this shift in perception will be key for Ukraine’s further European integration and the reform of public administration.
