Ukraine’s strikes have set Russian oil refining back 20 years – media

The Kremlin has introduced a ban on diesel fuel exports until the end of July

Due to a significant fuel shortage caused by successful Ukrainian attacks on Russia’s fuel infrastructure, the Kremlin has decided to ban the export of diesel fuel until the end of July, reports Bloomberg agency.

Ukrainian forces have conducted about 50 attacks on Russian fuel facilities in recent months, leading to a decrease in Russian oil refining to 3.91 million barrels per day, the lowest level since March 2005. This has forced Russian authorities to impose additional restrictions on fuel exports. Previous bans affected the supply of gasoline and aviation fuel abroad.

About 24 out of 34 major Russian refineries have been attacked, significantly impacting their production capacity. The Syzran refinery became the fourth facility to halt production this month after a drone strike. The Russian government keeps official data on losses in the fuel industry secret, so analysts rely on satellite monitoring to assess the real production volumes and track changes in logistics.

The introduction of a ban on diesel fuel exports may have serious consequences for Russia’s economy, as the fuel industry is an important component of its exports. Experts believe that this may increase economic pressure on the country amid declining oil refining.

Date Oil Refining (million barrels per day)
July 2023 3.91
March 2005 3.91
2025 (similar period) 5.31
