From Prozorro to cyber protection: Ukraine and Estonia join forces to develop joint AI solutions at the state level – summary of AI/GovTech Hackathon

In Kyiv, an AI/GovTech Hackathon took place aimed at developing cooperation between Ukraine and Estonia in the fields of digitalization and artificial intelligence. The event was an important stage for testing new solutions in the public sector.

For three days, from June 16 to 18, participants from both countries worked on innovative projects aimed at improving public services. Teams developed solutions in areas such as children’s rights protection, optimization of state registries, improvement of public procurement, cybersecurity, and cross-border business interaction. The main prize of 15,000 dollars was distributed between the teams Strimco and Red Swat.

The AI/GovTech Hackathon was conducted under an agreement between the Ministry of Justice and Digital Affairs of Estonia and the Ministry of Digital Transformation of Ukraine. Lauri Luht, Deputy Secretary-General of the Ministry of Justice and Digital Affairs of Estonia, emphasized the importance of cooperation between companies of both countries to create innovative partnerships.

The event also highlighted the significance of a legislative framework in developing digital solutions. As noted by Toomas Tirs, head of the ESTDEV representation in Ukraine, digital solutions should evolve synchronously with legislation. The hackathon discussed the importance of cooperation between Ukraine and Estonia for mutual exchange of experience in digital transformation.

Among the winners of the hackathon was the team Red Swat, which developed a solution for protecting public code, and the team Strimco, whose solution analyzes tender documentation for errors and critical risks. Both teams received 7,500 euros for the further development of their projects.

The AI/GovTech Hackathon was organized by Civitta and the Estonian Center for International Development (ESTDEV) with financial support from the European Union and the Ministry of Justice and Digital Affairs of Estonia, as well as participation from the Ministry of Digital Transformation of Ukraine.
