The Ministry of Digital Transformation is preparing legislative changes regarding AI: How artificial intelligence is currently regulated in Ukraine

Ukraine to Develop AI Legislation for Eurointegration

In 2026, Ukraine plans to develop legislation in the field of artificial intelligence aimed at the country’s eurointegration. This was reported by the Ministry of Digital Transformation of Ukraine.

The ministry believes that for the development of artificial intelligence in the public sector, legislative norms are needed that will protect people’s rights and at the same time promote innovation. According to plans, Ukraine should become one of the three leading countries in terms of AI implementation in the public sector by 2030.

Previously, in 2025, a national AI assistant was launched on the “Diia” portal, which has already been used by over 350,000 Ukrainians, sending approximately 2 million messages. Later, in May 2026, the AI agent appeared in the “Diia” mobile application, where 3 million users in the first month of operation used it to generate extracts and pay fines.

Ukraine continues to work on creating its own infrastructure for AI development. In cooperation with NVIDIA, the AI Factory project is being carried out, and together with the company “Kyivstar,” the national language model “Syaivo” is being developed.

Currently, Ukraine adheres to a self-regulation approach in the AI field. This approach includes the creation of a roadmap, a White Paper on AI regulation, recommendations for the safe use of algorithms, as well as the launch of the SandBox program for testing AI products. Ukraine has also joined international initiatives in this field by signing the Bletchley Declaration and the Council of Europe’s Framework Convention on AI.

Throughout 2026, a working group will prepare a draft law that will consider the interests of the state, business, and society, bringing Ukrainian legislation in line with EU standards. This is part of a broader context, particularly within the framework of the European Commission’s package of technological sovereignty initiatives aimed at strengthening the European digital services market and reducing dependence on foreign technologies.
