Agency State, “Diia.City,” and Technological Sovereignty — Key Points from Valeria Ionan’s Conversation with Oleksandr Bornyakov

The Minister of Digital Transformation of Ukraine spoke about the future of the “agentic” state

Oleksandr Bornyakov, the acting Minister of Digital Transformation of Ukraine, in an interview with the podcast FORWARD with Valeriya Ionan, shared his vision of the country’s development for the next five years, emphasizing the creation of an “agentic state” — a state where services will be provided through artificial intelligence.

Bornyakov noted that the Ministry of Digital Transformation is working towards building an “agentic state,” where public services will be available through artificial intelligence and digital agents. Citizens will be able to obtain necessary documents or answers simply by formulating a request in text or voice. One of the projects advancing in this direction is “Diia,” which already has an AI assistant for basic services, and the development of a new “Diia AI,” which will provide services in real-time similar to ChatGPT.

The minister emphasized that building such a state requires not only appropriate infrastructure but also a culture of interaction between citizens and digital services. Currently, “Diia” has 24 million users, and this is key to the successful implementation of the agentic state. Additionally, Ukraine is working on its language model “Syaivo” and the creation of an AI Factory with partners like NVIDIA and HP.

Bornyakov noted that to attract investments in Ukraine, the “Diia.City” platform was created, which simplifies business registration by providing clear tax conditions and state guarantees. Currently, more than 4000 technology companies are registered in “Diia.City.” To stimulate venture capital in the country, “Diia.City Invest” has been launched, aiming to simplify the legal processes of funds following the example of the UK, USA, and Israel.

According to the Ministry of Digital Transformation’s vision, in five years, technology should enable citizens to receive state services in a few clicks, and Ukraine will become more attractive for business and investment. An increase in the number of startups and investment volumes will indicate the country’s reliability for business.
