Ukraine will begin testing its national LLM language model in the spring of 2026.
Minister of Digital Transformation Mykhailo Fedorov announced plans for Ukraine to launch beta testing of a large language model developed based on Ukrainian language data in the spring of 2026. The project is funded by the technical partner “Kyivstar” and aims to strengthen Ukraine’s position in the field of artificial intelligence.
Ukraine aims to be among the top three countries worldwide in the development of artificial intelligence. Developing a large language model (LLM) is one of the key steps in this direction. The Gemma family by Google serves as the foundation for the development of the national model, which will be adapted to the Ukrainian language and context.
The project is in the data collection phase, with data sourced from various entities, including government bodies, media, and educational institutions. Over 90 state institutions provide their materials, which include judicial registries, regional archives, and documents on war crimes.
An independent group of experts has been engaged to monitor the model’s quality, assessing it based on criteria of technical quality, ethics, and safety. The first training text base and new tools for model quality evaluation are expected in January 2026. The name for the national model will be chosen by Ukrainians through the “Diia” app.
Launching its own national LLM is a significant step in strengthening Ukraine’s technological independence and ensuring national security. This is a continuation of Ukraine’s and NVIDIA’s initiative to develop state AI infrastructure, which started in November 2025 as part of the AI Factory platform.
