The Council of the European Union has approved the allocation of 2.3 billion euros to Ukraine under the Ukraine Facility program. This decision is the final stage of the approval process before the funds are expected to be transferred by the end of December 2025.
As of the third quarter of 2025, Ukraine has fulfilled 8 out of 10 indicators outlined in the plan, demonstrating a commitment and sustainable approach to reforms. The third quarter was one of the most challenging in the implementation of the Ukraine Facility, as it included a range of comprehensive reforms in areas such as public financial management, green policy, business environment optimization, financial market development, and the judicial system. In particular, significant steps have been taken in improving public investment management, climate policy, circular economy development, as well as harmonizing legislation with the EU.
Earlier, on February 1, EU leaders agreed on a 50 billion euro support program for Ukraine called the Ukraine Facility, scheduled for the period 2024-2027. In 2025, Ukraine may receive up to 12.5 billion euros under this program, depending on the fulfillment of 100 quarterly indicators.
