Ukraine has expanded the list of damage categories to the International Register
The Cabinet of Ministers of Ukraine made a decision to expand the categories of damage recorded in the International Register for obtaining compensation caused by Russia’s full-scale aggression.
Prime Minister Yulia Svyrydenko announced that from now on Ukrainians, entrepreneurs, and the state will be able to submit compensation claims for 35 categories of damage through the “Diia” application. In addition to the existing 21 categories, 14 new directions have been added. This includes compensation for the loss of access to medical care, education, violations of international humanitarian law, and economic damage.
Businesses will have opportunities to record losses related to cultural objects and the evacuation of assets. The state will be able to claim the destruction of cultural heritage sites, environmental damage, and humanitarian expenses.
Svyrydenko also noted that the procedure for creating a compensation commission began in December 2025, and currently, 38 countries and the European Union have joined the Convention on its creation. The International Register of Damage, which operates under the supervision of Ukraine, the EU, and 43 other countries, is based in The Hague. The register is an important tool for future compensation for damages.
In December 2024, the institution already verified the first Ukrainian claims for compensation for damages. Meanwhile, the executive director of the Register of Damage spoke about possible grounds for rejecting claims.
