International corporations paid 13.2 billion hryvnias in “Google tax” since the beginning of the year
Since the beginning of 2025, international companies, including Apple, Google, Meta, and others, have contributed 13.2 billion hryvnias to Ukraine’s budget through the payment of the so-called “Google tax”.
Ukraine’s State Tax Service reported that for the period from January to October 2025, non-resident companies providing electronic services in Ukraine paid 136 million euros and 165.2 million US dollars in the form of the “Google tax”. This is a 20% value-added tax (VAT) applied to revenue from the sale of digital services such as movies, books, games, apps, and more. Introduced in 2021, the tax came into effect at the beginning of 2022.
Information that the largest sums came from giants such as Valve, Sony, Etsy, Netflix, and Wargaming demonstrates the scale of global players’ involvement in the Ukrainian electronic services market. Since the beginning of 2025, 7 new companies have become taxpayers of this tax, increasing the total number of such contractors to 143.
The context of introducing this tax is related to ensuring equal conditions for the activities of both international and local enterprises, as well as promoting transparency in the digital market. Revenue growth to the state budget during the first quarter of 2025 confirms the effectiveness of this initiative.
Innovations in the taxation of cryptocurrencies are also expected in the digital services market. The Financial Committee of the Verkhovna Rada of Ukraine supported a bill aimed at regulating and taxing virtual assets.
