Ukraine lifts restrictions on arms exports: new opportunities for Defense Tech
Ukraine is preparing to lift restrictions on the export of defense technologies, which will open new opportunities for Ukrainian companies in the European and US markets. This strategic decision could significantly increase budget revenues and stimulate the growth of the domestic defense industry.
With the opening of a new phase of development, Ukrainian Defense Tech companies will be able to meet international demand for their products, including drones, electronic warfare systems, and anti-tank missile systems. As part of the “Weapon” program announced by the President of Ukraine, the first export deliveries are planned for November 2025. Ukrainian startups can expect additional export revenues of up to $2.5 billion per year, which will significantly expand their financial capabilities and enhance competitiveness in the global market.
At the same time, entering international markets requires Ukrainian companies to have a clear understanding of the specifics of each market. Experts, including Deborah Fairlamb from Green Flag Ventures and Tihomir Jenkut from Presto Tech Horizons, emphasize the importance of choosing the right market strategies. Industry representatives recommend starting with smaller, armed markets such as the Baltic and Scandinavian countries, where it is easier to integrate new technologies.
Certification of products and legal support will play a significant role in entering foreign markets. “NATO certification is extremely important—it facilitates sales to governments,” notes Tihomir Jenkut. In addition, success depends on compliance with international standards and technology readiness levels (TRL) not lower than 6-7.
Removing export restrictions paves the way for strengthening Ukraine’s global position as a reliable supplier of advanced defense technologies, which will positively impact economic growth and raise the prestige of Ukrainian Defense Tech companies on the international stage.
| TRL Level | Meaning | Practical requirements |
|---|---|---|
| TRL 4 | Validated in a laboratory (R&D) | Basic prototype or individual modules, principle of operation confirmed |
| TRL 5 | Validated in conditions close to real-life | Integrated system, testing in near-real conditions |
| TRL 6 | Demonstration in conditions close to real-life | Working prototype, field tests |
| TRL 7 | Demonstration in real conditions | Stable product, successful pilot with a real customer |
| TRL 8 | Complete product | Full documentation, certification, ready for serial production |
| TRL 9 | Serial production | Serial deliveries, product support, and updates |
Entering global markets, Ukraine has the opportunity to establish itself as one of the leading developers of military technologies, particularly in the drone segment, which is becoming an increasingly important direction in the global defense industry.
