The Verkhovna Rada is preparing to adopt the state budget for 2026 on December 2
The Verkhovna Rada of Ukraine plans to consider the draft law on the state budget for 2026 in the second reading and in general on December 2. This was reported by the head of the Verkhovna Rada’s budget committee, Roksolana Pidlasa.
Pidlasa noted that the vote was postponed due to ongoing consultations on two key issues: the reform of teachers’ wages and the allocation of 4% of personal income tax (PIT) to local or state budgets. Discussions on these topics are ongoing, and the new schedule includes a plenary day on December 2.
Contextually, this process began on October 22 when the Verkhovna Rada supported the draft state budget in the first reading. According to the regulations, its consideration in the second reading was to be completed by November 20, and final approval by December 1. Despite these deadlines, the final vote will take place during the plenary week without extraordinary sessions.
Experts note that the main difficulty lies in resolving financial issues that will impact the education sector and local finances. The wage reform may significantly change conditions for teachers, while the redistribution of PIT could provide additional resources for local budgets.
