Eurostat: in September, the EU issued 49% more temporary protection decisions to Ukrainians

The number of temporary protection decisions for Ukrainians in the EU increased by almost 50%

In September 2025, European Union countries approved 79,205 new applications for temporary protection of individuals who left Ukraine due to Russian aggression, which is 49% more than in August. This is a record number since August 2023, according to Eurostat.

The increase in applications occurred after the Ukrainian government allowed men aged 18 to 22 to leave. The total number of Ukrainians with temporary protection in the EU at the end of September reached 4.3 million, which is 49,555 more than at the end of August. The main countries receiving Ukrainians remain Germany, Poland, and the Czech Republic.

Approximately 1.2 million people with temporary protection reside in Germany, which makes up 28.3% of the EU’s total. Poland ranks second with 1 million Ukrainians, or 23.5%, followed by the Czech Republic with 0.4 million people (9%). The largest increase was recorded in Poland (+12,960 people), Germany (+7,585), and the Czech Republic (+3,455).

Only in France did the number of people with temporary protection decrease by 240 people.

The Czech Republic, Poland, and Estonia lead in the number of temporary protection recipients per thousand inhabitants. The Czech Republic has the highest rate with 35.7 recipients per thousand inhabitants, Poland and Estonia with 27.6 and 25.5, respectively. On average in the EU, this indicator is 9.6.

According to Eurostat, 98.4% of all people with temporary protection in the EU are Ukrainian citizens. Women constitute 44% of them, children 31%, and adult men 25.1%.

The latest data indicate that from August to October, almost 100,000 Ukrainian men under the age of 22 left the country, most of whom left through Poland. The National Bank of Ukraine noted that allowing young men to leave did not have a significant impact on the labor market.
