Ukraine has reduced electricity consumption by one-third compared to the pre-war period.

A decrease in electricity demand in Ukraine in 2025 reached 36.2% of the pre-war level

In 2025, electricity consumption in Ukraine accounted for only 64% of the 2021 level, before the full-scale war, according to the data provided by the National Commission for State Regulation of Energy and Public Utilities (NCSREU), as reported by DIXI Group analytical center. This indicates a significant reduction in electricity consumption, especially in industry and business.

Total electricity consumption in 2025 was 80.2 billion kWh, which is 36.2% less compared to 2021 when this figure was 125.7 billion kWh. A comparison with 2024 also indicates a decrease of 3.6%. The main reduction in consumption was recorded among non-household consumers, where the consumption dropped by 41.5% relative to 2021. Consumption in households also decreased, but less significantly — by 24.1%.

The share of non-household consumers in total consumption fell to 63.7%, while the share of households increased to 36.3%. Experts attribute these changes to reduced economic activity, infrastructure destruction, migration, and forced power outages.

Despite the negative dynamics in total consumption, the role of distributed generation is growing in Ukraine. More households and businesses are installing solar power plants and backup power sources. A recent drop in electricity imports in May 2026 by 29% became part of a three-month trend. Meanwhile, electricity exports increased by 2.8 times.
