The deputies introduced amendments to the 2026 budget amounting to 7 trillion.

The Budget Committee of the Verkhovna Rada reviewed amendments to the 2026 budget amounting to over 7.1 trillion UAH.

The Budget Committee of the Verkhovna Rada of Ukraine processed over 3,300 amendments to the draft state budget for 2026, with a total amount exceeding 7.1 trillion hryvnias. This is one and a half times more than the budget itself, which stands at 4.8 trillion hryvnias.

According to the committee’s chair, Roksolana Pidlasa, most of the deputies’ proposals do not contain specific funding sources. Instead, those that do specify sources of funding are generally aimed at the reserve fund and servicing the national debt. Considering all submitted proposals, the reserve fund could face a deficit of 47 billion hryvnias, and the “military reserve” a deficit of 224.2 billion.

The law obliges the budget committee to maintain budget balance without increasing the deficit. Only those proposals with realistic funding sources will be taken into account. The committee instructed the government to work on valid ideas for the second reading of the bill.

Additionally, on September 15, the Cabinet of Ministers approved the draft state budget for 2026 with planned expenditures of 4.8 trillion hryvnias, which is 415 billion more than the previous year. The document was submitted to the Rada on the same day.
