Zelensky demands EU and US decision on frozen Russian assets to support Ukraine
President of Ukraine Volodymyr Zelensky called on the European Union and the US to resolve the issue of using frozen Russian assets to provide reparations loans to Ukraine. He warned that without these funds, Ukraine would be in a weakened position, potentially encouraging Russia to further aggression.
During a press conference, Zelensky was asked how Ukraine plans to act if the EU does not make a decision on using frozen Russian assets to support Kyiv. The president noted that in such a situation, Russia might refuse diplomatic settlement and continue military actions. He added that the end of the conflict is possible only with Ukraine’s strong positions on the international stage.
Zelensky emphasized the importance of timely receipt of reparations loans and called for the limitation of Russian energy exports. According to him, strengthening sanctions and reducing Russia’s economic capability would signal Moscow about the necessity for peaceful dialogue.
He also stated that a reduction in financing for Ukrainian defense projects due to a lack of funds could negatively affect Ukraine’s ability to strike Russian energy facilities from 2026. This could jeopardize Ukraine’s long-term defense strategies.
At the EU leaders’ summit, which began on December 18 in Brussels, leaders are discussing financing for Ukraine. The head of the European Commission, Ursula von der Leyen, stated that the summit will continue until a decision is made on the allocation of 90 billion euros for the next two years.
| Issue | Zelensky’s Position |
|---|---|
| Frozen Russian assets | Use for reparations to Ukraine |
| Diplomatic resolution | Possible only with strong Kyiv positions |
| Energy export | Limitations to strengthen sanctions |
| Defense financing | Critically important for long-term strategies |
