The Parliament of Montenegro approved the participation of its army in the NATO mission to support Ukraine.

Montenegro joins NATO mission to train Ukrainian military

The Assembly of Montenegro voted for the participation of the Armed Forces in the NATO security and training mission for Ukraine. This decision was supported by the majority of deputies.

After nine months of waiting, the Montenegrin parliament approved the proposal of the Council for Defense and Security, adopted back in February 2025. Forty-four deputies voted for participation in the NSATU mission, while five were against, and two abstained. According to the agreement, Montenegrin military personnel will participate in the mission exclusively on the territory of NATO member countries.

The main goal of the NSATU mission is to coordinate the training of Ukrainian security forces and contribute to strengthening Ukraine’s defense capabilities. Montenegro’s Defense Minister Dragan Krapović emphasized that this decision is a continuation of commitments made at the NATO summit in Washington in 2024.

However, the Democratic People’s Party, which is part of the ruling coalition, opposed Montenegro’s participation in the mission. Deputy Vladislav Bojović stated that it could worsen relations with the Russian Federation and urged the country to avoid foreign conflicts.

This is already the second mission in which Montenegro is participating after the start of the full-scale Russian invasion in 2022. The decision to participate in the first mission, the European Union Military Assistance Mission to Ukraine (EUMAM), was made in June 2025 after a similar delay.

In recent years, pro-Kremlin extremist organizations have increased their activity in Montenegro. In November 2024, the country’s government announced the introduction of visas for citizens of Russia and Belarus to align the visa policy with Schengen standards.
