The WIM Control System Brought Ukraine 95 Million UAH in the First Nine Months of 2025
In the first nine months of 2025, the automatic Weigh-in-Motion (WIM) system contributed over 95 million hryvnias to Ukraine’s state budget, significantly aiding in the preservation of road infrastructure.
The WIM system, which monitors the weight of trucks, recorded the most violations in the Kyiv, Dnipropetrovsk, and Mykolaiv regions. During this period, 4,345 administrative rulings were issued to violators. Since the system began operating four years ago, it has generated over 591 million UAH for the budget. These funds are allocated to road preservation and prevention of their deterioration. WIM conducts weight and dimensional checks through sensors embedded in the road surface, allowing for effective monitoring of vehicle overloads.
The automatic system records the speed, dimensions, and registration numbers of vehicles, transmitting the data to the Ukrtransbezpeka Data Processing Center. This enables quick and accurate identification of violators and appropriate actions to be taken.
Amid the implementation of WIM in Ukraine, draft law No. 13314 has been recently registered, proposing proportional penalties for speeding infractions. Depending on the severity of the violation, different levels of responsibility are provided. The innovation will enhance road safety and preserve the country’s highways.
| Region | Number of Violations | Revenue for the Budget |
|---|---|---|
| Kyiv Region | 1,500 | 35 million UAH |
| Dnipropetrovsk Region | 1,200 | 28 million UAH |
| Mykolaiv Region | 1,000 | 25 million UAH |
