Ukraine ranked sixth in the world by number of compromised accounts in the third quarter of 2026. Over three months, the country rose 41 places in the global ranking, from 47th place.
This was reported in a Surfshark study. Between July and September, data leaks revealed 2,612,839 accounts linked to Ukraine.
Ukraine’s figures
Researchers calculated that there were approximately 6,585 compromised accounts for every 100,000 residents of Ukraine.
At the same time, the number of compromised accounts does not represent the same number of affected individuals. One person may use several accounts, and their data may appear repeatedly in different leaks.
Cyber incidents in Ukraine
According to the Ministry of Digital Transformation, Ukraine’s cyber incident response team CERT-UA recorded 5,927 cyber incidents in 2025. This was 37.4% more than in 2024, when 4,315 such cases were registered.
The State Service of Special Communications and Information Protection also reported that in the second half of 2025, hackers more often sought to gain long-term access to information systems rather than merely steal data in one-off attacks. The attackers, in particular, exploited vulnerabilities in mail servers and targeted users’ personal email inboxes.
It was also reported that OpenAI will provide the Ukrainian government with access to the Daybreak cybersecurity program to protect civilian critical infrastructure from Russian cyberattacks. In cooperation with the Ministry of Digital Transformation, Ukrainian specialists will receive AI tools to identify vulnerabilities in software.
The global situation
Overall, 121.8 million compromised accounts were recorded worldwide in the third quarter of 2026, up 13.2% from the previous three months. An average of 940 compromised accounts were detected every minute, compared with 830 in the previous quarter.
The United States accounted for the largest number of leaks, with 38.1 million accounts, or about 31% of the global total. The top five countries with the highest number of compromised accounts also included:
- Brazil — 7 million;
- the United Kingdom — 5.8 million;
- India — 5.5 million;
- Australia — 3.1 million.
Over the quarter, the United Kingdom rose to first place in Europe by number of leaks, with the country’s figure increasing by 121.6%. Meanwhile, in France, the number of detected compromised accounts fell from 19.7 million in the second quarter to 2.4 million in the third.
