Zelenskyy appoints Anton Kovalskyi as acting prosecutor general

President Volodymyr Zelenskyy has assigned Anton Kovalskyi, head of the Khmelnytskyi Regional Prosecutor’s Office, to serve as acting prosecutor general. The head of state signed the corresponding decree on September 17.

According to the Office of the President’s website, Kovalskyi will perform the duties of prosecutor general in accordance with Part Two of Article 11 of the Law “On the Legal Regime of Martial Law.”

Anton Kovalskyi has headed the Khmelnytskyi Regional Prosecutor’s Office since July 1, 2025.

Declaration details

According to his 2025 declaration, Kovalskyi owns a 53-square-meter apartment in Chernivtsi. He also rents a 92-square-meter apartment in Chernivtsi.

Kovalskyi also rents a 135-square-meter apartment in Khmelnytskyi.

His wife, Oksana Kovalska, rents two premises in Vinnytsia, measuring 19 and 9 square meters, which she uses for retail sales of sports nutrition products.

In addition, Kovalskyi owns a 2019 Nissan Qashqai.

Dismissal of the previous prosecutor general

Kovalskyi’s appointment comes amid an investigation by the National Anti-Corruption Bureau of Ukraine and the Specialized Anti-Corruption Prosecutor’s Office into corruption schemes at the Office of the Prosecutor General in the “Carthage” case. According to investigators, prosecutors may have provided protection for the activities of call centers.

On September 16, Zelenskyy said that all heads of central executive authorities — both appointed officials and acting heads — should be vetted. The president separately emphasized agencies where he sees high corruption risks.

The Verkhovna Rada dismissed the previous prosecutor general, Ruslan Kravchenko, on September 15. A total of 317 lawmakers voted in favor of the decision.

Prior to this, Zelenskyy suspended Kravchenko from the post of prosecutor general by a separate decree.
